Can security, compliance, innovation, and agile methodologies co-exist?

For many organizations, embracing agile is a competitive imperative. But, how do agile practices work for security and compliance? Do security and compliance stifle innovation and limit agility? How much security and compliance overhead is created by agile practices? For example, agile application development coupled with DevOps (SecDevOps) and continuous delivery moves quarterly and monthly rollouts to weekly or daily releases. And, the adoption of cloud infrastructure has led to far more individual workloads, more broadly distributed, with higher rates of change. How does security and compliance stay attuned to this dynamic and constantly changing environment?
