A master plan sounds like control, but it has the flaws every command economy has. Keeping the loudest need from starving the rest
A pure heat map has one bias: it rewards whatever's loudest, and some work is structurally louder. Revenue-shaped tasks run hot constantly; quiet-but-vital work — security, cleaning up debt, the thing that only matters once a year until the year it matters enormously — can be permanently drowned out. So the map sits under a small, explicit charter: a weighted statement of priorities that guarantees a floor of attention to the domains that would otherwise starve. Not a task list — a distribution of care that shapes where the heat is allowed to concentrate.
The line a self-organizing system shouldn't cross
Self-organization is powerful and, on its own, neither wise nor safe — a system that organizes itself around the wrong thing does so confidently and at scale. Two things keep it honest: the charter above, and the rule that effort spent is never the same as an outcome verified — real work is retired by a checked result, not by activity. And a person still holds the decisions the system shouldn't make alone: the direction it points, the charter it runs under, and any irreversible action.
